DEAF CHAMPIONS LEAGUE
CONSTITUTION

1. Name

The organisation will be called the ‘Deaf Champions League’ thereafter known as ‘DCL’.

2. Aims and objectives

The aims and objectives of the DCL will be:

  • To promote the development of football at Club level
  • To encourage elite Club level competition.
  • To allow elite Clubs to compete against other elite Clubs within Europe
  • To foster and promote friendships, sportsmanship and unity across countries and Clubs within Europe.
  • To encourage and promote fair play.

3. Qualification

Club qualification to the DCL is determined using a DCL Coefficient (ranking) for countries/federations. If a country has Cup and League, then the League has priority. The winner of each country’s Deaf Cup or domestic League is given priority to qualify for the DCL.

The number of qualified teams will be determined by Technical rules (Futsal/Football). All Clubs of each country that enters the DCL must be member of club’s National Deaf Sports Federation, whom is affiliated to European Deaf Sports Organisation.

4. Affiliation fees

Membership and Competition fees will be agreed jointly each year by the DCL Executive Committee.

Membership fees must be paid by January of each year.

Competition fees must be paid in full before the competition begins.

The license of each player and official (individual) will be implemented for their participation in the DCL events and the amount is stated in the General Regulations (Futsal/Football).

All those who share the aims of DCL are affiliated, if possess the requisites required by this Statute and pays the annual membership fees within the terms and in the manner established by the DCL Executive Committee.

Sports clubs and associations that practice the activities referred to in Article 2 of this Statute may be affiliated to the DCL.

Those who commit acts in violation of the law or in violation of the present Statute, or the principles of UEFA lose their affiliation status.

In the Term and in the procedures established, year by year, by the competent bodies of the DCL, the affiliated members are to pay to the DCL the membership and competition fees and all other fees established with specific resolutions, which can be modified year by year for the sports and promotional initiatives and programs that the federation proposes to carry out.

Membership and competition fees and any other fees are non-transferable.

5. Officers in the DCL Executive Committee:

The officers of the DCL Executive Committee will be:

  • President
  • Vice President
  • Secretary
  • Treasurer
  • Technical Director
  • Members

Officers will be elected every four years at the Annual General Meeting.

If the President fails to fulfil their duties, the Vice President shall undertake these duties until an EGM takes place.

All officers will retire at the end of their four year term but will be eligible for immediate re-appointment.

In the DCL Committee includes representative from EDSO (European Deaf Sport Organization) to oversee the running of the committee and the events.

Include the possibility of a president of honour in this committee.

6. Committees

The DCL will be managed through the Management Committee consisting of the Officers (DCL Executive Committee) and up to six additional Committee members.

Only these posts will have the right to vote at meetings of the Management Committee.

Members of the Management Committee must represent the interests of the DCL and not another Club, organisation or Government.

The DCL Committee must be formed with a balance of nationalities as much as it is possible.

The Management Committee meetings will be convened by the President of the DCL and occur twice a year. The quorum required for business to be agreed at Management Committee meetings will be four members of the Committee.

The Management Committee will be responsible for adopting new policy, codes of practice and rules that affect the organisation of the DCL.

The Management Committee will have powers to appoint subcommittees as necessary and appoint advisers to the Management Committee as necessary to fulfil its business.

The Management Committee will have the power to approve applications for qualification to the DCL along with each national Deaf football governing body.

The Control and Disciplinary Board will be responsible for disciplinary hearings of teams or players who infringe the DCL’s rules/regulations. The Management Committee will be responsible for taking any action of suspension or discipline following such hearings.

7. Finance

All DCL monies will be banked in an account held in the name of the DCL.

The DCL Treasurer and the Executive Board members will be responsible for the finances of the association.

The financial year of the DCL will end on 31th December.

8. Annual General Meetings

Notice of Annual General Meetings (AGM) will be given by the DCL Secretary via the DCL website and email.

Not less than 28 clear days’ notice to be given.

The AGM will receive a report from Officers of the Management Committee and a statement of the audited accounts.

Nominations for officers of the Management Committee will be sent to the Secretary prior to the AGM.

Elections of officers are to take place at the AGM.

Each Club to have been represented at the DCL within the previous one year can attend with 2 members and has the right to one vote.

Each National Federation affiliated to EDSO can attend the AGM, with 2 members present, and have the right to one vote (per Federation).

The Management Committee has the right to call Extraordinary General Meetings (EGMs) outside the AGM. Procedures for EGMs will be the same as for the AGM.

9. Discipline and appeals

All complaints should be presented and submitted in writing to the Secretary.

Up to three impartial members of the Management Committee will consider the complaint within 28 days of a complaint being lodged. The Committee has the power to take appropriate disciplinary action.

The outcome of a disciplinary hearing should be notified in writing to the person who lodged the complaint and the member against whom the complaint was made within 14 days of the hearing.

There will be the right of appeal to the Management Committee following disciplinary action being announced. The Committee should consider the appeal within 14 days of the Secretary receiving the appeal.

10. Dissolution

A resolution to dissolve the club can only be passed at a AGM or EGM through at least two third of majority votes.

11. Amendments to the constitution

The constitution will only be changed through agreement by majority vote at a AGM or EGM.

12. Declaration

The Deaf Champions League hereby adopts and accepts this constitution as a current operating guide regulating the actions of the League.
